The founder of CBR Management Solutions, C. Byron Rafford, received his graduate degree in public administration and bachelor degree in business management from Georgia Southern University in Statesboro, Georgia, and his associate degree in education from Young Harris College in Young Harris, Georgia. While a student at Georgia Southern, Byron worked as the staff assistant, then graduate assistant, in the NCAA Compliance and Eligibility department of Georgia Southern University Athletics. Byron interned at the Alabama Department of Homeland Security as a graduate student where he managed the $13.5 Million Public Safety Interoperable Communication (PSIC) Grant initiatives and maintained the Statewide Interoperable Communications Plan (SCIP) on a strategic and regional level. He also designed clerical educational material that was adopted by the State of Alabama and developed policy that all first-responder agencies could follow to improve the interoperability of communication systems.

Byron currently works for the Department of the Air Force as a civilian Inventory Management Specialist at Hill Air Force Base, Utah. He resides in the town of Roy with his fiancée Autumn and holy-terror of a cocker spaniel, Sanders Lee.
